Court:Deaf Inmate Has the Right to Use Videophone

A North Carolina prison violated a deaf inmate’s First Amendment rights by not allowing him to use a videophone.


That’s the ruling out of the Fourth Circuit Court of Appeals. That reverses a lower court decision in the case that was brought by Thomas Heyer in 2011.
